I. An application signed by the principal or president, expressing the intention to establish Confucius Institute / Classroom and the applicant institution’s future support to the Confucius Institute / Classroom.
II. Proposal, including:
A. Basic information of the city and region where the applicant institution is located：
a. Brief introduction to the city, state and country of origin of the institution;
b. Brief introduction to the institution itself: its history, locations, departments and majors, academic strength and specialty, number of students, ranking (of university) in the country of origin or in the world, or the status of primary / secondary schools in the local educational system. Other educational institutions or social bodies need to clarify its history, nature of the organization, its organizational structure and size, and role in the local or national educational system.
c. Introduction to the status quo of Chinese classes and majors. For those institutions already have Chinese as a major, Chinese Studies Center or other organizations related to Chinese language and culture, the relationship between the future Confucius Institute and the existing programs must be clarified.
d. The status quo of exchanges with Chinese educational bodies. A Chinese partner school may be proposed here, and the exchange and cooperation history must be introduced.
B. The local demand for Chinese teaching
a. The status quo and current demand of Chinese teaching in the applicant institution,
b. The status quo and demand of Chinese teaching in the local community and city
c. Research of the local demand for Chinese and Chinese teaching is needed
C. Operational Plan for Confucius Institute
In accordance with the Charter of the Headquarters, Confucius Institute may include the following functions:
a. Teaching Chinese and provide teaching resources,
b. Training of teachers of Chinese language,
c. Organize Chinese language tests and certification tests for teachers,
d. Consultation of education and culture in China,
e. Organize Chinese culture activities,
f. Other activities authorized by the Headquarters.
The applicant institution may design its own programs and operational plans in accordance with its own situation and the local reality, however must emphasize and highlight the objectives and features of Confucius Institute.
III. Support to the Confucius Institute
